
Rachel has over 30 years’ experience and specialises in land law, property law (including issues related to the public sector and the Public Works Act), Māori land law and public law (including all issues related to the drafting and settlement of Treaty of Waitangi claims).
Rachel has acted for public and private sector clients in the acquisition, disposal, development and leasing of land and buildings.
Rachel has taken a lead role in advising on the negotiation and drafting of many Treaty of Waitangi deeds of settlement on behalf of the Office of Treaty Settlements and Takutai Moana – Te Tari Whakatau. She has advised several other government departments and Crown agencies in relation to all aspects of the implementation of Treaty settlements. Rachel also has advised the Crown and Crown agencies on the disposal of land.
